attach product to created order

in order to add flyers to specific orders if the customer is in a specific customer group,

i'd like to transparently add this as a free product to a created order.

could it be possible to have a new action:

add product to created order ?

please note that in our use case, this is a free product in order to not update the billing data and coupons.
