You can create a trigger to detect when Product or Combination is updated, and then check if new base price is different to old base price. This will detect direct price manipulation.

If you, however, want to detect price changes created by
- Price rules
- Specific prices
- Quantity discounts
- Group discounts

Then I’m afraid that’s not possible
